If you have never removed these shoulder bolts I found two helpers.
1. Soak overnight in something like PB Penetrant that will help loosen the nut.
2. If they won't loosen easily using a torx bit, try to get a strong grip on the head of the bolt with some small vise grips. And perhaps on the nut as well and then work it free.
Worked for me. Then I replaced the OEM nuts with some nylock nuts so I didn't have to make them so tight.
