Pop-up headlight issue
New C5 owner (first Vette) and new to this forum. Purchased a 99 FRC from the original owner with 35K miles on the clock. Pristine maintenance over the years. Both headlights pop up and close perfectly fine when the engine is off, no funny noises or grinding; however, when the car is running, they will only open about 10% of the time. I've seen a lot posted on the lights but nothing exactly like this. If it were the switch, I would think it wouldn't matter if the engine is running or not. Any ideas would be appreciated! Thanks.

I followed the schematics and found the ground and splitter pack. Not a drop of corrosion on the screw or inside the plug. The motors work and sound great when the car is not running but once in a while if I turn the light switch very quickly, I can get the lights to pop up when the car is running. Wondering now if there is some sort of short coming back to the stalk?
