No lights come on except headlights

No lights come on except headlights
I have a 98 with tempermental lights. When switch is turned to the fog light position none of the interior dash lights come on, the fog lights dont work and the tail lights do not come on (tail lights still come on when I press the brake). When switch is turned to the headlight position the head lights come on but all the other lights still remain off. Sometimes though all the lights will work. So if keep cutting the lights from the off to fog light position, eventually they will come on or sometimes when I cut them on and wait a while all the lights will eventually come on. Just my luck the one time I took it to the dealer, the lights worked every time so they could not diagnos the problem. Has anyone had this happen before? Is there a relay that can be replaced that controls the lighting? What about a body control module or dash module that controls the lighting? The problem happens at night as well. Any help would be greatly appreciated. Also, when the problem occurs, the daytime running lamps remain on, these are suppose to cut off.
