Does the CEL come on at the same time

Does the CEL come on at the same time
when an emmison code is set---like a 1415-1416 ect or does the light only come on after afew cycles if the code still present?

Same time.
If there is an allowance to fail the test X number of times before setting the code then the PCM will do those tests and not set the code or light until enough fails happen.
