I had my steering rack out, to swap balancers, and IIRC, my shop manual said to add some fluid, turn the steering wheel "lock to lock" a couple of times, with the engine off, and add fluid, if necessary, repeat turning the wheel and adding fluid, until the reservoir is close to it's full level.

This is exactly what I did and had no problems with any air in the system.
