I replaced the left side headlight motor on 01 motor works fine
goes up and down hits stops both ways but the headlight doesn't
travel all the way up or down, What have I done wrong?
If it's the driver side all 2001-2004 C5s and some 2000s with the plastic motors have a TSB for the motor's clearance. Clearance issues can cause the headlight to not lower all the way down when turned off. You can read the specifics for the TSB below;
The gist of the TSB is to install a set of washers on the three bolts holding the motor. It's also recommended that you replace the bumpers (insulators) but you can temporarily get away with it by flipping them over so the pivot arm hits the non-indented sides.

It seems something is limiting the headlight door travel. You could manually action it by turning its ****, while looking for the reason that's causing this. Since the other headlight is fine, you can do the same and compare one to the other to find where they differ in behavior.
