Are you referring to fuse #23 in the passenger foot well fuse box??
Only 2 items shown that are powered off fuse #23 are the column lock system and one of the BCM internal circuits.
Is your car an automatic or a manual trans? Makes a difference relative to the column lock.
Is the carpet in the passenger foot well wet and/or there any white oxidation stains on the aluminum box that houses the BCM in the passenger foot well?

I have a six speed manual transmission and the BCM in the passenger footwell appears to have no obvious oxidation
