i purchased a 2003 C5 with <40k miles. Only problem is it hasn't been turned over in a 1-2 years. Worried about the gas in the tank and can't pass a tube down to fuel tank to siphon it out/replace. I'm worried about running car with the old gas in the tank. What should I do?

So, you could either try to run it and know that you can change the filter if needed.
Or, you should be able to disconnect the fuel line at the motor and connect a hose to it, and use your fuel pump to drain the tank.
I'm not familiar with the C5 but most modern cars have 2 filters, one in the tank and one at the FI inlet. But those are meant to just filter particulates and let liquid through. They can't discriminate between gas and water, or evaluate if the gas is bad or not. This is just me but I would rather go to the trouble of removing and draining the tank. Only if I was sure it had been treated with Seafoam or Drygas prior to storage would I start it up, but that's just me.
If it's been sitting outside TWO years in a place like Phoenix where it will bake the gas I would go the disconnect fuel line route.
If it's been garaged a year or so I would add a bottle (or 2) of the fuel additive of your choice (like Techron) and fire it up.
