So, I had just backed into the garage, shut off the ignition and was surprised to see the passanger-side headlight pop up - on it's own. I restarted the car and it stayed up, I then shut off and the headlight went down. I restartd the car and it popped up again. I turned on the light switch and the other headlight popped up then neither would go down. It'' now progressed to where they both pop up when ignition key is turned to on. They will not go down by the light swtch. I can't find anyone else who has reported this freaking phenomenon. Please tell me there'' a quick, inexpensive fix.
That did IT! Some freaking gremlin snuck into my car and set the twilight option to "on". I don't know how or when, but it's fixed now. Now I can go to bed and sleep.

I'm glad you solved the mystery, but it seems there could be something else going on.
You mentioned that at the beginning just the passenger's headlight was being actioned by the Twilight Sentinel, when in fact both of them should had been working in sync.
It might be that the driver's side rubber bump stops need replacement. By the way, there is a TSBthat calls for shimming the driver's side headlight motor because of bad alignment causing premature wear of those rubber bump stops.
I would check all rubber bump stops (4 per side) and if you need replacements you can order them from here.
