Fans should not come on with A/C off until it hits 226 degrees. Driving on the interstate it should not overheat with the fans off.
Fans will come on with A/C on at 185 degrees. High speed fan at 194.

What is your definition of overheating? As soon as you get over 30 mph, the fans should shut off and not even factor into the cooling.

Sounds like you have a different cooling issue OTHER than the fans..
At highway speeds, you would rarely see fans come on, unless you are driving
it really really hard AND the temp outside is like over 90*...
maybe you have air in the system/ low on coolant/ trash in front of radiator/ coolant temp
sending unit Bad, Etc

What temperature are you calling "overheating"? Normal range is around 196 - 227.
