'99 Fob will not program ?

'99 Fob will not program ?
Bought brand new GM Fob for 1997 - 2000. It will not program using the in car method. My "older" one programs fine. It is also a "2000" style with out the "passive switch" Was told it is not uncommon and needs to be done at dealer?

Should be absolutely NO REASON to have a FOB programmed at a dealer. GM put the procedure in the Owners manual so that the OWNER could do the programming.
Have you verified the battery is indeed a good battery in the new FOB?
The issues with the early year FOB's were poor solder joints on the tiny circuit board for the battery connection as well as components on the board. Would not surprise me if the one you received had that problem right from the start:

Takes a good magnifying glass and good eyes to see the tiny cracks and poor solder job if you decide to open the case of the FOB and look.
Many dealers have a device that can be used to determine if the FOB is even transmitting. Some parts stores also have a similar device. I would start there.

Brand new battery. I will have the fob checked to see if it does send signal.
