How to get my balancer to line up with the rest of the bracket pulleys on a 1994 lt1

It should be seated all the way and line right up on the crank when installed properly. This coming from experience having owned a few LT1 vehicles myself. However, you have found C5 Tech forum here, and may want to check in with the C4 tech guys .
