HI - I am not a novice owner, having owned seven Corvettes dating back to 1967, however, I have NEVER encountered this problem before. Any suggestions, help, or assistance will be greatly appreciated. Approximately a month ago the windshield wipers on my 2003 50th Anniversary coupe failed to return the normal "off" position. All of the other wiper functions are normal, but they stop at an almost horizontal position when turned off(?). I have disconnected the positive battery terminal and let the vehicle sit for an hour, but that made no difference. Has anyone encountered this and, if so, were you able to affect a fix, short of taking the car to a Chevrolet dealer, given the exhorbitant hourly labor rates? There is a good video on youtube (I wish I could link to it from work) that shows replacement of the wiper motor. He goes in to detail about resetting the wiper position. It's not hard to do, but there is a procedure.
My guess is your washer motor got wet and is now toast. Udders clear? I would consider a new one (50 bucks) from most all the retail outlets. Getting the wipers off is the hardest part of the job. You can d it!

Mine would turn themselves on while cruising around. I tried cleaning out the area of the circuit board after finding that the udders were completely clogged and had water in the box. I ended up having to replace the wiper motor. Calibration can be interesting if you don’t get the stop arm in the correct spot.
Start with recalibrate the wipers.
There is a bump tab on top of the motor that controls the park position.
If it gets out of whack, the wipers park in the wrong spot.
If it works, (and it should for a while), then you're golden.
Otherwise, the dealer will likely tell you you have to replace the wiper motor.
IIRC, its 300+ for that job.

The video above is good to show how to access and remove the wiper motor.. but it's not necessary to fix this problem.
Pulling fuses won't do it either - it's a mechanical problem.
My wipers ran normally - all speeds -- until you turned them off.. They would "park" in the middle of the window.
My video below shows the proper operation of the park mechanism (after I fixed it). The little metal tab should touch the bar on each revolution. You can hear it click in the video. Then, when the motor reverses, the tab catches on the bar, and the wipers park. The tab is spring loaded so it sticks out. Mine was caked with gunk and would not spring out, causing the wipers to park in the middle of the windshield. I just cleaned it and lubed it - Easy fix - good luck!
Having a different wiper problem on my 2002 with 195,000 miles:
Mostly just don't work, once in a while a stroke or two then quit.
Fuse OK, replace anyway no help..
No unusual noises.
I figure its time for a new motor. Any other suggestions?
I would guess 75% of wiper issues come down to the circuit board that is attached to the wiper motor. What happens is the udders get clogged and then the compartment that holds the wiper motor gets flooded when it rains (or while washing the car). Some get lucky and once their wiper motor dries out but most don't. I JUST purchased a wiper fromhttps://www.ebay.com/itm/184282199341and it arrived quickly.
In messing with my wipers some more, I think it is the steering column stalk switch based on the following:
It has started out intermittent, which could be the switch, motor, or wiring.
Then it didn't work at all
Then it worked, but wouldn't turn off until ignition was off, which to me says switch
Then it didn't work at all
Hasn't been to my local non-Chevrolet shop yet, they asked me to help them source parts
They asked me to help source a new switch. I can't find it in online Chev parts catalogs, found D6249D used on E-bay, 26047377 with no source, and Carquest SAC4665 on Advance Auto Parts with a picture that looks right, but $183.
What says the Corvette Forum wisdom?
