"Feel" is always subjective. Can you tell us about your car and the suspension type? Depending on the RPO, performance steering could feel heavier at slow speed.

01 Coup is all stock. Interestingly enough. It seemed fine when I bought it. Dealer flushed the steering fluid and now the steering sucks. took it back and they say they cannot find anything wrong with it. It drives fine, but it's like driving my old '56. Takes muscle at slow speed and at a stop.
Is there any squealing noise when you turn the wheel at slow speeds? Does the steering wheel have any indication of "chatter" or shaking back and forth when turning at slow speeds? Squealing can indicate the serp belt slipping due to wear or a worn tensioner. There may be something clogging the pressure hose or it has broken down inside.
Probably wise to bleed the steering. Either lift the front and steer lock to lock while running or go to a parking lot and do some figure 8's. Check fluid, pull the cap and read the dipstick. Pull the codes as well. If the Magnasteer is unplugged it will default to heavy steering.

Hook a small scale like a fish scale to the outer edge of steering wheel and measure the force tangent to the rim required to move it parked at idle then compare to another C5. This way you will know the actual applied force with no guessing, there must be a factory spec on this somewhere.
