As a recent C5 owner and forum browser, I'm constantly learning new things about the C5. I haven't stumbled on an answer from previous threads on this so I thought to just throw it here. For reference, mine is a 1999 FRC manual:
1. After keying off, is it normal for the dash/gauges lights to stay on? Are they timer based? I've always just manually "turn them off" by cycling the headlights/dash lights control **** once forward and once back again to turn them off before I leave the vehicle.
All your interior functions that are currently on; radio, gauges, etc, should remain on with the key out until you open the door and leave the car. At that point your radio should turn off along with interior light illumination for door ajar, gauges and door card controls illuminating for safety. They are set on a timer and will turn off shortly after the door is closed.
You should not have to adjust the interior lighting ****, however obviously ensure it is not to it's furthest position to illuminate interior lamps.
Well I did the test myself: After I key off, open the door, exit the vehicle and close the door and lock, the dash gauge cluster lights and AC backlights stay on for about 10 minutes. They finally do turn off on its own which is a relief lol, but it took so long that I didn’t think it would actually shut off. Case closed.

I would reopen your case. There is something wrong. When I close my door at night, the dash lights stay on for about 15 seconds and the interior lights stay on for about a minute.
If I have the lights on, shut the car off and exit, the dash lights stay on until the twilight sentinal times out and shuts off the headlights.
Your dash lights staying on for 10 minutes is telling me you have power until the RAP (Retained Accessory Power) times out. That is a safety feature intended to attempt to save your battery from draining if you leave a door, trunk, or hood open or if you're sitting in your car listening to the radio with the key either removed or in the off position.

Ok, mine did the same thing today. I got to work, turned it off, and got out. Interior lights went out be gauges stayed lit. Opened the door, cycled the headlight ****, and they went out. When I got home I turned the lights on, turned them off, and closed the door. Same thing, but I had to cycle the switch twice to get them to go out. What the heck? Is it a switch issue or a computer going south?

Try pulling a fuse: fuse 5, down in the passenger footwell. Pull it, keep it pulled for a while (a few minutes?), put it back in. You do that with the car off. See if it fixes anything.
