I forgot. The way that (circled) latch is pictured--it only stays in that position if someone is pulling and holding the hood release lever (under the dash), and at less than a full pull. A full pull will bring it from under the right side of the frame across to the left side of the picture in about ~180* arc. Good luck.
There are 2 cables, one for each hood release. They come through the firewall on the drivers side and one goes up the the drivers side hood release and the other goes under the cowl over to the passenger side hood release. I would put your inspection scope back in and try and verify that the release lever moves when the inside hood release lever is pulled. I would also remove the kick panel to expose the hood release lever and try pulling the cable with some pliers. BTW, if the hood release is frozen in place, pulling the release lever will not open it. When the cable pulls the release lever it allows the big spring to pull the hook open - this is what pops the hood up. When you shut the hood this reloads the mechanism.
Once you sure the cable release is working I would spray the hood release with Kroil, wait for the Kroil to do it's job, then with someone holding the inside hood release open I would pull up on the hood to hopefully get the mechanism to release. Best of luck!
Check to see if one of the cables are broken/disconnected at the hood release lever. If ok, remove the rear wheel house filler panel, then with a long screw driver trip the latch lever.
I'm curious if you ever got your hood open and if you did what the problem was.
