2003 convertable

when I turn the key on the head lights pop up turn key off they close

Are you in a dark place (physically, not mentally)? If so, I think there is a setting that turns lights on automatically, sentinal? Going in to a meeting, will check further after.

^^^ Check that Twilight Sentinel is turned on. On the DIC hit Options until Twilight Sentinel comes up. If it reads "ON" press Reset and it will turn "OFF". The headlights will not raise up in low lit areas now.

Many people do not like this option on C5s because it unnecessarily wears the headlight gears.

This is a 2002 owners manual and it should the same. Read thru it if you don't have the one that came with your car

Note...Twilight Sentinel option not available on Canadian import Corvettes. So you just have to live with it and damn long winters.
