Before anyone asks why, and points out that the stock rail is fine or that I should just paint or powder coat the stock one let me say I know this is unnecessary. It is strictly for aesthetics.
I have a couple of questions.
1: Is the circled part of the stock rail the pressure regulator, and if so what would be the effect of the Holley rail not having one?
2: I live in California; will there be any negative impact to passing smog with aftermarket rails?

none, I don't have one on my rails and you would never notice it's missing (except for the look obviously)... if it will pass smog in your area I'm not sure but I don't see any reason why it wouldn't since that piece is not emissions related
