First all of the B Codes are issues with battery voltage in the doors and at the seat memory module. The U Codes can be ignored for now. However, the P1516 code is what is causing the reduced power.
Since P1516 can be caused by voltage issues you need to make sure your battery connections are all clean and tightly connected along with making sure the battery ground cable connection to the frame is clean and well connected. If you get the voltage issues resolved and the reduced power continues to happen then you have a problem with the TAC module or maybe the throttle actuator itself.
However, the electrical power issues have to be fixed first to make sure they aren't the real problem. You have to have clean and tight connections at all positive voltage connections and at all ground locations to reduce any unwanted resistance to zero.

The only thing I really see is the P1516 which has to do with basically the throttle system... Just to keep this "low tech" I'd remove the air bridge so you can see the throttle plate then disconnect the TAC motor wiring and check for condition of the wiring and then move the throttle plate by hand and see if it's maybe binding through its full travel...I'd probably give it a good cleaning too...there are good videos on YouTube for cleaning throttle bodies if you have never done it before....if you are good with a multi meter we can take a look at the wiring if all looks good !!
C5, thanks, I believe you ideas are worth doing, the car is all original and these two parts have never been cleaned. Going to clean all battery wiring connections as Bill mentioned above. We are snowbirds and I may have to wait until I get home first of April where I can do this in my garage, my space is very tight here but will try and have more tools at home
