Electrical Issues
If when the problem is present it affects both sides, then it's probably the Hazard Switch going bad. In a C5 the turn signal and hazard functions are provided by the hazard switch.You can replace the hazard switch, but a Hyperflash Harness should fix your problem and is easier to install. As an added bonus, it will allow you to install LEDs in the future with no hyperflashing.
A hyperflash harness replaces the portion of the hazard switch that handles the turn signals with a flasher that's LED friendly. Hazards will still hyperflash because that function remains untouched in the OEM hazard switch.

If you currently have OEM bulbs, it will fix the turn signal problems you now have and both, turn signals and hazards, will flash at the normal rate.
As you probably know, replacing the front "DRL/Turn Signal/Hazard/Parking Light" bulbs and/or the tail "Brake/Turn Signal/Hazard/Parking Light" bulbs with LEDs will cause both, turn signals and hazards, to hyperflash. Installing this harness will fix the turn signal hyperflashing. The hazards hyperflashing will continue to happen (it was happening before as a consequence of the LEDs, NOT created by the harness) because that function would still be controlled by the OEM Hazard Switch.
