First thing to do is check for codes.
1. Turn the ignition to the On position, but don’t start the engine.
2. Press the “Reset” button on the Driver Information Center (DIC) to turn off any warning messages.
3. Press and hold the “Options” button.
4. While holding the “Options” button, press the “Fuel” button four times within a 10-second period.

I know in the past some had a problem with the gas tanks leaking and the smell would come inside the cabin. Typically it was the tube that connected the tanks on both sides. However the injectors are also squirting fuel every time you turn the key. So it could have just been a build up.

sounds like your fuel is draining down more than normal ??? turn the key on (not starting the engine) look under the hood for leaks, and under the rear part of the car ???

I had a similar starting problem with my 04. Every once in awhile car would turn over but not start. I found I had a bad relay for fuel system. Found low fuel pressure in fuel rails . Replaced relay and didn’t have anymore problems. Relay is in fuse box under hood. I did NOT get any smell of fuel in cab. I’m not sure this the same as trouble you are experiencing, but thought it was worth mentioning. Dave

I think relay was a 2752

I'd probably do a good visual inspection for a leak first...since yours is a '98 with the external fuel pressure regulator it may be leaking...if leaking badly you would have a long crank time with lower fuel rail pressure and a lean mixture...remove the vacuum hose on it when it occurs and see if you see any raw fuel dripping out of the vacuum line...this is all the comes to mind for me...any other driveability issues ?????
