99 C5 LED headlights

99 C5 LED headlights
I bought and installed a set of led headlights today. Now lights stay on (not fully on but a very dull light) and light will not fold down with everything off. If I put the brights on when lights are off they fold down. Anyway to fix this so I dont have to put brights on to shut the lights off and they fold down?
