Air Cond - VENT Mode?

Air Cond - VENT Mode?
So with all the "automatic" stuff now-a-days, is there a VENT mode on our air conditioners?
The argument is:
If you run with the AC button OFF (the compressor?), will the AC system heat or cool the air?
OR
Will it allow outside air delivered directly at outside air temperature?
Many times I run with the AC button off and the temp on MAX COOL - just to vent outside air to the cabin.
(not needing heat or cooling - and maybe running with the windows open)
Am I right?

I could be wrong but I recall that with the system off (I have the dual zone version), if you press the button that shows outside air coming in, it will open the vents for outside air without the A/C coming on.
