The adjuster wheels have a catch that prevents them from turning (so they won't un-adjust themselves). Takes a little effort to move them past those catches. I use a flat-blade screwdriver to pry them one tooth at a time. It's tedious to get them adjusted well.

So it's kind of an up and clockwise movement to tighten them? I better use a bigger (hammer) screwdriver lol!
That is a good video. My adjustment screws will NOT move at all. I'll hit it with a little penetrating spray and see if that helps.
Sounds like you're on the right track. If the penetrating oil doesn't do the job you might have to pull the brakes apart. I had to do this to my truck a couple weeks ago. Hopefully the adjusters will come loose for you. Good luck. 👍
I had trouble adjusting mine as well. Before I used penetrating spray, I actually just blasted the thing with water. There was no rust in the system, but there was a _lot_ of dirt and grime. All that grit made it impossible to turn the star adjuster. Water got all of it out.
Couldn't remember which way to turn it, though. I think I just turned it a few clicks, put the rotor on, twisted it, etc, until it got a little harder to put the rotor on and you could hear the scrubbing cshhhhh noise more. Then backed off probably five clicks. Did that on both sides. Parking brake worked perfectly again.

The blaster stuff and a bigger screw driver did the trick. It seems like after the first click it became easier. I put the rotors back on and when I struggled to get them off and on I stopped. Put them on and checked the brake...beautiful! The brake comes up about 3 inches and then locks tight.
The problem I have now is that the spring inside those drums popped out. Now I need to figure out how they go back in. Oh well I'm retired and waiting for my new rotors what else do I have going on. lol!
Man these are a bitch to get back in! Anybody have a technique for getting these in? I saw a guy on YouTube struggled a little bit but he snapped them in with a "exhaust ring puller" if that's the correct term. I bought one on Amazon and still couldn't get it it there. On inspection I saw it was cracked and seemed brittle. I've got a new one on the way. I'm waiting for my new rotors and brake pads so all this should come back together over the weekend. I hope...
Don't adjust the parking brake shoe tight or the rotor will be very difficult to remove in the future, the handle assembly is supposed to take up the slack. The rotor should slide on easy with some looseness. Yeah thank you there are A LOT of threads and videos with different methods and ideas. My problem right now is just the spring. Even with two people still couldn't do it. I bought a small hook tool which would be a great puller IF there was enough room and light to do it. I was holding it firmly in place and the wife was trying to hook and pull the spring in. Maybe we weren't holding our mouths right lol!
Agreed though I'm not going to tighten it up. I'll try fully adjusted out first and then maybe a few clicks in but after this I don't want to F_ck with it anymore.

Of course, you can do it the FSM way, pulling out the drive hub first!
I just thought I'd post these but I did this twice in 10 minutes so I knew I was into something.
The first two hold the clip into the hooks make sure you enclose the clip. You tighten these up as much as you can. The last zip tie is two to make one long one. This double tie pulls both of the zip ties already installed laterally to make it almost impossible to budge. You then just close the shoe as close as you can, reach in and pull the clip towards you NOT to the side. It just pops right in after that. Pull out towards you and outward to pop it into the shoe. NO TOOLS NECESSARY!
You then cut the outside ties and pull them out. Lastly the middle tie which pulls right out. I thought a piece might fall into the shoe but it didn't. You could fish it back out pretty easily if it did but I did it twice with NO problems. I hope this helps someone because it's REALLY easy! Here's the two hooks with the snap ties anchoring the clip down. Here's the double snap ties providing lateral force to keep the clip rock solid to the backplate. Here's the final product after you pop each end of the clip into the brake shoe. At this point you cut the outside snap ties pull them out and then pull out the middle one. It worked beautifully both times.
