Bought these Schrader 28006 TPMS’s from rockauto for my 98 (TPMS link ). Tire shop said he couldn’t get them to register, so he never installed them. Said he tried the magnet and his scanner? Didn’t go back to ‘98. Can you learn them to the car without putting them on? I read an older post where people said rockauto sometimes sold old stock and the batteries may be dead. The box date says 9/13/2019 so I’m assuming they are good. I did a replacement through their website before seeing the date code on the box, so I have 4 more coming.
It's highly unlikely all 4 are bad. Are you the original owner? was the TPS system updated to the newer version?
I bought the same for my 99 and installed them myself and programmed them with the donut magnet, no issues.
My remote fobs do not work. Does that have any bearing in the TPSM? Doing some searching on here and just read a thread where the fobs and TPS were discussed together

I have multiple sets of wheels so that requires reprogramming every time they're changed. I have to spin the tire to wake the sensor before using the magnet. It won't work for me using the magnet alone after the car has been sitting still.

Communications from both, TPMS and FOB, are handled by the same module. It is the Remote Function Adapter (RFA) module, number 3 in diagram below.
As you may know, some people have upgraded their 97-00 systems to the 01-04. Did you make sure that your new TPMS sensors are the same type as the old ones they were intended to replace?
The old ones are still in the tires, so I can’t look at them.
I checked the part numbers against the numbers for a 2001 corvette, mine are different so I feel I ordered the right sensor
What I meant is that there is a possibility your 98 system was upgraded by a previous owner to the 01-04 system, so an old model TPMS won't work anymore.
What type are your FOBs, the old ones or the new ones?
Not sure how to tell the difference. The one I have has that passive mode(?) slider on them. Only have one fob. It’s at home or I’d send a picture
That should be the earlier model, so at least it matches with the new TPMS sensors you bought.
It seems you're up for some troubleshooting: neither the FOB nor the TPMS work... the common denominator would be the RFA module. Do you have any error code related to this system? I suggest you should begin there.
