Another PVC mod question..

I'm going to be doing the PVC mod this weekend and I have a couple of questions..

1) There's a ground strap connected with the PVC valve.. What it's for and should I reuse it or not worry about it?

2) What is the Inside Diameter of the fuel hose that is used?

The strap is a heat sync I used mine. the ID of hose is 3/8 in.
