I think he's talking about separating the bucket to get the actual pump out... you will need a few pocket screwdrivers or something similar and 2 pick tools, you have to free the tabs around the perimeter of the bucket to release the lid first... start with one tab and wedge a screwdriver between the bucket and lid to keep the tab free and then move on to the next one and repeat the process until they are all free and the lid should pop out... you will then see the top of the pump with a plastic trim piece around it, now take the 2 pick tools and insert them into the holes in the trim piece and pull up to free it and the pump should now come out

On the 99 it should just be 5-6 screws on the back of the tank

put a hook tool in that big slot and another in one of the small holes if you have one that will fit and pull up, if you were pushing down that's why it won't come off

Check out the lip. It will not get pass that it's like a 1/32 lip how can it pass that lip??
Update, there must be something wrong with my canister. I ground down the lip and pulled the handle off the orange pick im using so back to harbor freight to get a new and continue to try but i think it's a losing battle.
