I had the opposite problem (headlights wouldn't go up)
if I fiddled with it sometimes they would work
It was my multifunction switch

In the passenger's compartment fusebox, check the 10 amp fuse for the taillights. I'm chasing a simular problem on my 03 Coupe. 1st time it went was in a rain storm, a few days later, found and change the fuse and headlights went down as soon as put new fuse in. Hmmm probably an old tire fuse, so I thought, Another rainstorm a month later and ditto, taillights, dash lights out and headlights won't close. Thought I had found the problem when I took all apart in the rear as when I had all apart back there , new fuse didn't blow when turning on running lights on the multifunction switch. Just a coincidence that where ever the water cause short is dried out enough and my work on the rear happened at the same time. A week later, about 1/2 mile in a rain storm, same problem. The hunt switches to the front of the car today. LOL
