Service Steering Column Lock

June 2019 - (Previous Owner) Get the message Service Column Lock message. He order the LMC5 installs it and it generally works. 25% of the time when he goes to start it, it says pull key for 10 Seconds. He calls Compliance Parts and after going back and forth some they send him a different LMC5 with a little bit different timing. Same problem.
August 2019 - He then finds out there is the open recall and has the recall done.
Fast forward June 2020 I purchase the car first few weeks no issues. Go to get in it, and get Pull Key for 10 Seconds, which is then followed by Service Column Lock message. Steering wheel is NOT locked, but can not drive over 2 MPH. Get an HP Tuner and adjust the 2 MPH limit to 255 and can now drive it with out an issue. Still says Pull Key and Service Column lock until I press Reset.
Some Troubleshooting
Checked Fuses 23 and 25, both are good.
Charged my battery over night.
Check to make sure steering wheel does not lock with key out.
No error codes in DIC or with HP Tuner
I use to hear the actuator when turning off the car, no longer hear it.
Do I just leave it alone now?
Do I install the LMC5 again? (I wouldn't mind the error going away)
If I install the LMC5 do I need to remove the GM N-Harness (See Pics Below)
Will Setting VATS in the HP Tuner make a difference? (Will disabling VATS prevent pull key for 10 secondsif I re-install the LMC5)
Do I press GM to do something?
Other ideas?
Below is what they did for the recall. One of my concerns is that when it when in the 2nd time they installed a harness kit for an Automatic when mine is a Manual.
