Default HVAC flap question for an expert!

My dash pad is off after replacing electronic blend doors.

My defrost actuator is barely working the back, top HVAC flap. I see it connects to 44 and 40. I think the lower flap makes sure all airflow goes upwards? So one vacuum actuator does have to do a bit extra work moving two flaps.

My recirculating air open/close vacuum flap works perfectly and my other air direction for on/off upper vents seems ok too.

Just the vacuum actuator on the right right side of the HVAC box seems not to work properly.

Any advice on simple DIY checks of the vac lines operating a specific vacuum actuator?

Ok, well the defroster flap and heater valve flap (no 40) don’t seem to be stuck which is good. The pair of them do take a bit turning by hand but I expect if all was well with vacuum and this actuator they’d be ok.

Do the actuators sometimes go bad, and again any tips on testing lines to a specific actuator?
