I just completed a complete brake replacement including the emergency brake pads. I attempted to adjust the tensioner by applying the e brake three times with no success. Tensioner did not apply enough tension to hold the brake. Heard cables could have stretched but hard to see that logic. Did adjust pads at wheels. Next plan to observe pads while applying e brake.

Have you cleaned all the dried up old grease out of the handle assembly and regreased with synthetic grease? The handle assembly takes up cable slack up to a point but if the internal parts can't move freely it won't do that. When the handle assembly is working as designed, the parking brake shoe doesn't need to be adjusted too tight which makes rotor removal in the future very difficult.
Tried to grease but wanted to remove it for cleaning first. Manual said to insert pin but stuck there. Typical EE trying to do mechanical work. Will update after Sunday progress.
After observing operation of brake cables while operating handle, drivers side didn’t operate. Opened drum shoe adjusters found pin on drivers side missing. Now looking outlets for replacement. Thanks to all.
