I had the same issue on an 02 recently. I found that the air vents were not switching due to the vacuum hose. My remedy was to remove the air intake manifold and run a new vacuum hose to the canister in the front passenger fender well. You can find other threads on this issue. It resolved my issue. Now my vents blow so hard that I have to turn the air down even in the Texas heat.
Sorry i talk in my head but it doesn't reflect what i write. Yes the small hose in back of intake passenger side. I did not have to take of intake off but u do have to have racoon finger to feel as ur eyes.
wondering if its low voltage to the blower....I dont have a problem with air blowing out on floor or the dash...Just a slow blower motor...and still have all speeds....?
The link is a great write up on the vacuum line replacement. My hands were too big to get behind the manifold so I took it off. I would check and see if air is coming out of the dash vents and the top defroster at the same time, it is probably a vacuum leak. I have not heard or read of anyone having low voltage to the fan. However, every car is unique. I would make sure there is no air out of any other vent when the a/c is on, or use the defroster and make sure it is not blowing on the floor or out of the dash.

do the easy first because the other. under dash and not that fun, then u can check voltage at motor plug.
