Default AC Mode Issue

2002 Z06...I have an issue with the ac blowing out the correct vents on the drivers side only. They blow thru all the vents except the vents in the dash, it seems to always come out the floor or defrost. The air does seem to come out the passenger side dash ducts at the proper volume of air flow.

Things that I have checked so far...
1. I've verified that my vacuum line at the back of the manifold is hooked up.
2. Removed passenger fender to check the lines near the ecm. No issues there. Used a gauge to measure vacuum at that point and I'm getting 18 in Hg.
3. The vacuum controlled actuator on the drivers side kind of below/behind the ignition switch is the one that controls the driver dash ducts. I can manually push down on it and get the air to come out the dash ducts. There's a blue vacuum line on the bottom of this actuator, but I can't feel a vacuum on this line in any mode position. The brown line on top of this actuator is what pulls this actuator up and I can feel this putting a vacuum on at different mode positions. Seems to me like my issue is related to the blue line having no vacuum.

Sometimes when i'm driving around the air will come thru the drivers side dash vents for a second or two. But this isn't when I'm at a high rpm so I don't think it's related to an elevated vacuum condition.

Possible things I think it could be...
1. Issue with the blue vacuum line back to it's source underneath the air bag. Or an issue with this control junction where it plugs in behind the airbag.
2. Issue with the control module...I'm not sure how I'd know this without having a replacement.

Has anyone here experienced this issue or have any advice.

Found my issue. Where all the vacuum lines plug in under the air bag the blue line had a hard turn into the plug and it had a kink in it. It's molded into the plug so I can't pull it out to shorten the line, cut it and then push it back in. I tried pinching it to unkink it but it keeps re-kinking when a vacuum is put back on it. At least I know what the cause is now.
