Recently had the car refuse to go in reverse. Takes two hands pushing over on the shifter to get it in. Once in there are no issues. Also no issues with any of the forward gears. I've removed the reverse lockout solenoid and it actuates as expected everytime 12v is supplied to it. I've checked the electrical connection on top of the transmission and it has 12v on it with the key on. Seems like the solenoid, wiring, and signal to send 12v from the PCM are fine. However, with the lockout solenoid still removed the car will go into reverse with no issues so I don't think it's a shifter alignment issue either. Any thoughts?

Yeah that what its for to stop from not sifting from to 4 to 5. Check ground at PCM. SOmeone will correct me about ground it im wrong.
Or look at schematic.

I understand the purpose. It's designed to prevent inadvertently shifting into reverse when going from 4th to 5th. If it was a ground at the PCM I don't think I would get 12v at the pigtail at the transmission.

I think helga203 is right. There is a relay that is controlled by the ignition switch. It is relay 42 and fuse 16. The PCM povides the ground to energize the solinoid. That is why the solinoid only works with ignition switch in the on or start position and the car stopped. So you will have 12v but you must check the ground at pin A with a 12 volt test light. If your skip shift is working then the fuse, relay and IGN switch are ok.
