Plug it in without installing it on the column. Turn the key on. Turn it until you measure about 2.5V on the light blue wire.
If you want to double check your work, turn it each way until you find the minimum and maximum voltage readings. Then, figure out the voltage half way between those and set it to that voltage.

I can do that no problem BUT as a senior citzen (70) i am no longer able to get under the dash to unplug it and plug used one in to test. Thats why I am willing to pay someone to do it for me. But thanks !!
