To remove and install just the cam should take an experienced shop 4-5 hours max. The springs should take an experienced shop 1.5-3.5 hours.
So the total max hours should be 8.5 hours. This leaves an hourly rate ranging from $96-$102.47/hr depending on the $395 or $450 camshaft price.
The labor is kinda' high but if it is an inexperienced shop it'll take them longer to do the cam swap so that'll increase the hours but lower the rate.

That's about right, although I've heard as low as $400 for a reputable shop to do a cam swap, pulley, springs, etc. Someone who can do it in their sleep and doesn't charge what it's worth. $700-800 is a fair price though.
