If the wheels are bent, tires will not fix the problem. If the wheel/ tire combination is put on a balancing machine and the wheel is bent that defect can be seen as the wheel is rotated, although it may be necessary to dismount the tire and check the wheel separately.
Brake rotors generally do not get bent and cause a wheel wobble, but they can be mounted on a rotor turning machine and checked also. "Warped rotors" usually run true and the brake pedal pulsation is found to be caused by uneven pad deposits on the rotor (StopTech technical article).
To be fair, all four wheels have been balanced multiple times which is why I was confused in the first place.
I knew the rears we're bent and they were "fixed" but didn't have the fronts done, so not sure if it's the tires or the rims, but either way, they'll have to change

Reviving this thread to say that I was able to fix 99 percent of the issue by purchasing new forged wheels and putting new rubber on as well. Been very pleased with the result so far. Now we can actually begin the process of tuning the suspension and making sure it actually rides well.
