Does the harmonic balancer need to be replaced ?

if this was my car, I would first try and isolate the squeal which could be a number of things. Replacing the balancer would be the last thing you should try to eliminate the squeal.
assuming you eliminate the squeal without replacing the balancer (bad pulley, bad belt, water pump leak, moisture on the belts, dirty belts etc) I would mark the balancer with white and monitor every 500-1000 miles for separation. Even perfectly fine balancers have a slight wobble. The wobble only becomes a sign of failure when the white line begins to separate. Then you replace. Personally I wouldn’t throw $1k out the window just yet.
