I have a 1998 c5 and got a great deal on hooker blackheart longtubes. I now need to find an x pipe with high-flow cats. What's my cheapest option? I'm trying to ball on a budget.

the eBay China special would be the absolute cheapest.
Neither of those options have high flow cats lol. BUT Speed Engineering does offer high flow cats for like $120/ea as well. You're looking at some fab work/welding with all of these options either way. That's the main reason getting a "deal" on an incomplete setup often turns into not so much of a deal unless you already know what you're getting yourself into.
Holley only sells the blackheart headers without x pipes so I thought I didn't need one. Unfortunately I was wrong lol
Holley has a blackheart header-back exhaust system meant to go with the headers. It includes the axle back portion as well. They may sell just the x pipe from that bundle I’m not sure.
Need some x pipe help!!!
