Default Connector on T56 with nothing?

So I got my T56 out and noticed this connector has no wires, like a dummy connector. Is that normal or what is it for? Thanks!

The skip shift eliminator plugs into the cars wire harness. That plug is too keep the inside of the lockout solenoid clean.

This is wrong on a C5 it plugs right into the transmission. I've actually installed this myself
here's a example

Ok so here's the deal - I looked up there and its just the oem wiring and plug (even has a label around its sleeve that says "skip"). Looks like it was just unplugged. But then the trans has another dummy plug (just the pins and plug), soooo Idk hmmmm maybe it was programmed out in Hptuners by the previous owner / shop??

here's my skip shift eliminator circled in blue the wiring harness isn't connected when you use one of these. It's just a resistor that's soldered in to soleniod plug

it come as a kit to plug off the solenoid and the harness connector to keep water out. I just zip tied the harness side to the fuel line. You dont need to tune it out but you will still see the skip 1-4 light come on but it wont lock you our of gear.
