So my pop up (04Z06) headlights always open but don't close all the time. When that happens, I have to turn the switch on and off several times. What seems to be the problem here? What parts need to be replaced?
does the car have OEM headlights? or does it have aftermarket LED headlights? When I put LED lighting all throughout my car, the headlights came with an extra resistor in order to combat the problem of them not opening or closing properly. However when my cars engine is turned off, the headlights will open but not close, if my cars engine is on then they work perfectly.

May I ask why installation of LED light affects the closing of pop-up?
I installed this Bi-LED ACA headlights. No other LED lighting besides the headlights.
I always turn off/close the light before I shut down the engine unless I forget, and it does not close sometime but not all the time. Very curious why turning the light switch on/off for multiple times closes the pop-up.... Radioflyer Innovations LLC (sharplightinnovations.com)
From my understanding, LED's have alot LESS resistance than the standard OEM bulbs, so when you put LED headlights into the car the whole circuit doesn't function correctly because there isn't enough resistance in the headlight circuit for the car to tell that the lights are in use, therefore when you turn the switch to open or close them, they sometimes wont work. As to why it works SOMETIMES, or after turning the switch multiples times, I'm not quite sure.
However, every LED headlight kit I've seen comes with either additional resistors to plug into the headlight wiring to solve this problem, or resistors build into the LED headlight wiring itself. If your kit did not, reach out to the manufacturer.
