Found in the service manual 15 ftlb for the nut, but what about the studs. Couple of the studs were bent and missing threads. Checked the LS1howto torque specs and couldnt find it there either.
Also attached is a 2nd photo for the studs, left is old design and right is new design according to the parts guy.
Studs just get bottomed out. The one on the right will have less engagement for the flange nut but should be long enough if it is indeed the correct PN. Here are pics of each style installed.

I can't tell you that you won't find a spec somewhere, but with studs you're typically just screwing them in till they stop like in the pics.
When you tighten the three nuts, draw them by alternately tightening them so that you end up with equal spacing between the flange and the manifold. That will center the flange good on the gasket ring and when you snug everything down it will be nice and even.
