So I made my rounds today trying to nail down what is causing the wind whistle above 30 mph from the rear corner of the drivers window, all the while thinking it's a jack screw adjustment. The 3rd guy nailed it I think. The window isn't coming all the way up= new window regulator. Sound plausible? $150. labor and 80. part online.
Before you spend money try to adjust the window yourself. You need to take the door panel off (7-10 minutes) and get after the adjusting nuts.
Now, before you remove the door and you have directly isolated the spot of the air leak on the rear vertical rubber stripping, you can always try to put a bit of foam rubber behind the rubber stripping to help "push" it out a bit and make better contact with the window. Test this by setting your HVAC fan on high (increase cabin pressure) pulling outside air and get a length of rubber tubing and hold it to your ear as you move it up and down the window/stripping listening for air. Mark the beginning and end of the noise with tape on the window so you can slide the foam behind the rubber.

Fcar, you are correct if you are doing "the tip in Procedure" which moves the glass back and forth. However, if you need to move the glass up and down, you will need to take the door panel off to get at the adjustment bolts. This video covers both.

I agree. But it is possible that if you can tilt the top of the window in it may seal to the molding along the top.
100% Yes. If your window has the proper height, then you can use the "tip in" and not take the panel off.
In my case, the car had a window regulator replaced by the previous owner. The adjustment nuts cam loose over time and the window dropped about a 1/4 inch- enough to make the wind howl. I went mad trying the "Tip in" procedure to no avail. I finally took the panel off and had the window adjusted properly in under a minute.
