So somebody has a key that fits the ignition lock but doesn't have the right pill mounted on the key and all they have to do is perform this procedure and they can drive your car away????? This doesn't make me feel very good about the antitheft system. Its easy to get a key made without the pill.

I just went thru this two weekends ago. The above procedure is correct. You are essentially turning the key to the on position, waiting for the security light to extinguish, three times.
Once I actually had the correct procedure it was a piece of cake. E-mail or IM me if you run into any issues.
When the Antitheft System was first installed on the 86 Corvettes the owner got 3 keys. Two of them had the pill and the third came without it. This third key was used to grind a new key from a blank with a pill.
There are 15 different resistor pills for the keys. The way I read the VAT relearn process above the following could happen: Anybody can go into a GM dealership and order a blank with a pill. Then all you need is an imprint of the key shape from the car which may be very easily done at any service facility while the key is in the car. Use the imprint to get a key made. Then go to another key shop and use the new key to grind the blank with a pill. Use the new key w pill to enter the car, then use the relearn process to learn the new pill value and then drive off.
I have never had a key shop challenge me when I was getting a new key made. Even when I had a BEST key that clearly said "Do Not Copy" on it.
Hopefully, I am wrong and there is something I don't see that would stop this process from working.
