Default Crazy Alternating Headlights

Base model 2003, 70K miles

I use twilight setting, today when I started the car both lights came on and then went down once I left the garage. I drove to a location a parked outside in the shade. I came back 20 minutes later and started the car and noticed the driver-side came up, but the passenger-side remained down. I turned off twilight mode and the passenger-side came up and the driver-side went down. When I turn on the lights manually using the switch the driver-side came up, and the passenger-side went down. I notice when the passenger-side light goes down, the driver-side light seems like it wants to go down and lowers perhaps 1/2 to 3/4 inch. When looking at the light and I cycle on and off, the driver-side (when up) does not come on, but the passenger-side light does come on when it goes up.

I am able to lower the driver side light manually via the **** when the passenger-side is up, but one you turn off/on the lights, the crazy back-and-forth resumes.
I do not hear any odd noise coming from either headlight motor when moving up or down.

I'd default to just putting new motors in on both sides. They're 20 years old and they typically start failing around then. They usually go for <$80 a pair are a cheap and easy swap
