The parking brake is somewhat infamous for being out of adjustment, often from the factory. Some have found the adjustment pawl within the lever bound up with old dried grease. A quick google of “c5 corvette parking brake adjustment” will yield references to a number of threads here.
Unlike nearly every other car on the planet, the drum portion of the brake is not only not self adjusting, it can not be adjusted with either the wheels or even the rotors/drums on the car.
Neither the lever nor the drums are particularly difficult to diagnose or repair, but they can be time consuming and messy. If you do want to delegate the work, you do need someone familiar with the system.
yes, thanks for reminding me about priority in checking for dried up grease, after all the comments I've been trying to digest; they'll have to remove the console and passenger seat to inspect that ... I just need to understand the process of elimination and inspection to avoid being blatantly taken advantage of. some mechanics love to assume women know nothing.

Do you know the part number, or where I can buy it?

HA!!! I NEVER DID figure out how to get to the upper cables to release them. Short of dropping the rear cradle, IDK how the Hell anyone could get up in there to do it. The only way I know of besides dropping the rear cradle would be if Kent-Moore makes a special tool type pliers with L-O-N-G handles.....
