When you turn the key on, does the tach dial sweep along with the speedo, but does not register RPM's when you start it? If it does sweep when you turn on the key, then that means the gauge is good but the signal to the gauge is interrupted somewhere. Have you pulled your trouble codes? Any codes present?

The sensor on top of the differential is for the speedometer not the tachometer. The tachometer receives its signal from I believe is the crank sensor which is a input to the PCM and the PCM sends an output to the tachometer.
