Do you have the RPO C60 manual HVAC control, or the RPO CJ2 automatic HVAC control?

If the air coming out corresponds to where you've set the controls, either your A/C needs a recharge of 134a, or the actuators are shot. As Tron asked, which system do you have? My bet would be the climate control for 2 reasons:
1: You mentioned a passenger control, and
2: The dual zones seem to have more issues.
IMPORTANT!!! The passenger temp control only works as a percentage of where you have the drivers side set. At a reasonable temp, say 74° on the drivers side, the passenger side may adjust temp from 70°-80°. In other words, if the drivers side is set to 85°, the passenger side wont be blowing 50° air out. Hopefully someone will chime in with a better explanation.......

The RPO codes for your build are documented on a sticker affixed to your glove box door.

As @grinder says, the passenger control is only an offset from where the driver's control is set. So, don't expect dramatic differences side to side. That said, the difference side to side should be noticeable.

Attached, please find the wiring diagram for the automatic A/C system. For some reason, the site won't allow me to upload the description of operation.

Go to the C5 General section and look for the "Manuals" sticky. You will want to download this zip file.

EDIT: Magically the description appears, even though the site repeatedly refused?!?!?!

If you have the dual zone it will have a digital display. The way you described the problem you will have a code stored use the DIC and pull the codes. This is a common problem with the dual zone having one or both actuators go bad. There YouTube video's on how to retrieve the codes if you don't know how...

Have you tried Re-Calibrating the Actuators to make them function better? If not, here is the method I used that worked for me.
1. Turn Off the ignition
2. Remove the battery voltage circuit fuse of the HVAC Control Module, Fuse #27 located in the passenger side fuse box.
3. Wait 60 seconds and install the fuse. IMPORTANT. The module memory will not clear if the battery positive voltage circuit fuse is installed in less than 60 second.
I then inserted a small hose into the side vents and hooked it up to a vacume cleaner sucking out and dust/dirt that may be causing an issue.
4. Start car, turn on AC

Hope this works for you.

had the same problem. Brought it to a shop and they evacuated the system and recharged it and now it works fine.
