Steering rack boot tore open (drivers side) and a lot of grease leaked out. Pulled off the boot for
replacement and got the photos attached. Is this normal? Is there supposed to be a seal keeping all that grease in?
Thats what I’d expect to see, but let’s find out what the experts have to say! There’s an outfit called TurnOne and they rebuild these racks. They might have some thoughts to share.

I have never had the boots off, but I would think there would be some grease in that area. If you are not leaking PS fluid and the rack feels good when driving, then I think I would replace the boot. Otherwise, send it to Turn One, they are the best in the business. Did my rack including shipping between VA and MI both ways in under 2 weeks.
There should definitely be grease in this vicinity, but usually grease doesn't flow and will stay put.
IMO there's a good chance some PS fluid has worked its way past the seals, enough to help the grease flow a little.
