My car is a 97 auto, I retrofitted it with a heads up display and newer cluster back around 2010. The car has been covered and on the battery maintainer since around November, first start of the season and I have no gauges. They do not sweep, the HUD displays two dashes, the data display is blank and the buttons do nothing. Certain things light up on the dash, the check engine light, emergency brake light and flashers, there is no door open chime. I have checked fuses 19 and 25 both are good and the voltage on both sides of them read 12 volts with the key on. I'm trying to decide what to check next, the car starts and runs fine.

Connect a scan tool up to the OBD 2 port and see if you can pull codes if the DIC is not working.
No mice anywhere as far as I can tell, I just hooked up my scan tool and it is telling me it has no codes, which is odd because I normally have at least a steering wheel position sensor code, but maybe they are all clear from having the battery unhooked. I can read all sensors like normal. I have also noticed that my fog lights are not working. I tried unhooking the top star connector beside the bcm like I read in an older post but that didn't change anything. Thanks for the replies.
I would try disconnecting and reconnecting the battery again as well. Dang car seems to reprogram itself every time the terminals touch. Also, make certain the terminals are clean and tight.
Personally, I think I would tend to spray electrical contact cleaner first, possible followed with a small glue or acid brush. I worry about cotton swabs catching fibers on pin ends.
